New Mexico Laws allow a homeowner to act as the general contractor for constructing or altering their primary residence and obtain required project permits without becoming a licensed contractor. If hiring employees homeowners must perform all Taxation & Revenue Department reporting requirements. All homeowner's subcontractors are required to be licensed and permitted their own work.
